I would never get plastic surgery because I feel that you should be happy with the body you are given.  It really doesn't give our young teens a good impression.  On the other hand, there are many people who may need plastic surgery for medical reasons.  If this is the case then I feel that it is okay.  It is important to give it time to think about before going ahead with the surgery.
