I heard a little bit about this. Honestly I think it's just a girl who wants to get attention from a semi famous artist. Another take could be that Bieber wanted the attention that this would give and thus paid her to do it, or asked her either way. Honestly I think that if he is the father he needs to fess up and be a father.
