No, in moderation TV is fine, well at least in my opinion ha ha. As long as kids spend plenty of time engaging in other games (e.g playing outside, playing boardgames etc..) they'll turn out to be well balanced children.My dad's cousin banned TV in her household and her kids didn't turn out well adjusted and found trouble associating with kids. To survive in such a social world, kids need to be raised to be able to interact and relate to other kids and this is easier if kids aren't isolated or banned from so many normal activities.
