I think it all depends on what parents let their children watch and how much time they are spending in front of the TV. Parents should monitor what the children are watching because violent shows may be harmful or frightening for a child. I also don't think that swearing and sexual scenes are appropriate for children. Too many times parents use the TV as a babysitter and that isn't good. The parents should be interacting with their child or the child needs to be outdoors playing and getting fresh air instead of in front of the TV all the time. So yes, in some circumstances I think it can be bad for children.
